Understanding Affordable Housing
An important component of Capri Communities’ living portfolio is quality affordable housing that we provide to low-income older adults and to people with disabilities. Capri’s affordable housing is broken out into two primary categories:
- Section 8 Housing: For residents 62 years of age and older. Qualified residents pay 30% of their gross adjusted income as their monthly rent.
- Other Affordable Housing: These are income qualified programs run by the State of Wisconsin and WHEDA (Wisconsin Housing and Economic Development Authority).
HUD establishes income limits and revises them annually to ensure that federal rental assistance is provided only to low-income families. Income limits are based on family size and the annual income the household receives.

Affordable Wisconsin Senior Housing
Capri manages eight income-restricted independent living communities for older adults. Our management services are designed to promote safety, comfort and independence for all residents. We provide clean and affordable homes that are maintenance-free with onsite property management services. All of our affordable senior housing communities feature the following:
- Independent living apartments
- Elevators in all buildings
- Locked lobbies
- Laundry facilities and appliances
- Pet Friendly
- Maintenance-Free
- Assistance provided in accessing needed social services
- Conveniently located near bus routes or highways in southeast Wisconsin

Section-8 Affordable Housing
Residents must be 62 years of age and meet income restrictions as required by U.S. Department of Housing and Urban Development. Qualifying residents pay 30% of their gross adjusted income as their monthly rent charge.
Other Affordable Housing
The below communities offer income qualified housing through programs managed by the state of Wisconsin and WHEDA (Wisconsin Housing and Economic Development Authority). Program names are HOME and LIHTC (Low Income Housing Tax Credit). Both programs require residents to be income qualified, meeting restrictions set by the US Department of Housing and Urban Development (HUD). Qualifying residents will receive rent levels at or below affordable rent limits set by HUD.
Affordable Disabled Housing in Wisconsin
Capri manages nine affordable housing properties for low-income adults with disabilities under the name St. Clare Properties. Like Capri, the St. Clare name has been associated with high quality affordable housing in the Milwaukee area for many years. We are delighted to now be working together to serve the affordable housing needs of people with disabilities. Features include:
- Household head or spouse must have physical disability that limits mobility
- Elevators in all buildings
- Automatic door openers for entry
- Flat building entrances or ramps for convenient access
- Wide hallways with handrails
- Telephone operated intercom for building entry
- Space under sink for wheelchair access
- Grab bars in showers and bathrooms
- Roll-in showers in most apartments
- Height adjustable shower heads
- Laundry facilities and appliances
- Assistance provided in accessing social services
- Pet friendly
- Maintenance-Free
